چکیده
هدف:
حکمرانی چند سطحی برای تحقق چشم‌انداز و اهداف سازمان‏های پیچیده امروزی ضروری است، لذا هدف از این پژوهش، ارائه مدل حکمرانی چند سطحی در سازمان‌های پیچیده با استفاده از فراترکیب پژوهش‌های موجود مبتنی بر نظریه داده بنیاد پیشنهادی اشتراوس و کوربین است.
روش:
پژوهش حاضر از نوع توسعه‌ای بوده و با استفاده از روش فراترکیب و نظریه داده‌بنیاد انجام شده است. برای این منظور، ابتدا از روش هفت مرحله‌ای فراترکیب که توسط سندلوسکی و باروسو پیشنهاد شده، بهره‌گیری شده است. درمجموع، 67 منبع برای انجام فراترکیب نهایی انتخاب گردید که از آن‌ها، 194 مفهوم اولیه، 43 مقوله فرعی و 20 مقوله اصلی استخراج شده و در گام دوم، مدل نهایی مبتنی بر نظریه داده‌بنیاد ارائه گردید.
یافته‌ها:
یافته‌ها نشان داد که مؤلفه‌های پیچیدگی موضوعی، سیاستی و ساختاری به‌عنوان عوامل علی، مؤلفه قفل به مسیر قبلی و ضعف هماهنگی بین بخشی به‌عنوان عوامل زمینه‌ای، مؤلفه‌های توافق ذی‌نفعان و فراهم بودن زیرساخت به‌عنوان عوامل مداخله‌گر، مؤلفه‌های مشارکت ذی‌نفعان، اقدام مبتنی بر شواهد، بازمهندسی ساختارها و فرایندها به‌عنوان راهبردها و مؤلفه‌های دستیابی تمام ذی‌نفعان به منافع، قابلیت شناخت تغییرات محیطی و مشروعیت از جمله نتایج و پیامدهای حاصل از حکمرانی چند سطحی در سازمان‌های پیچیده هستند.
نتیجه‌گیری:
طبق مدل به‌دست‌آمده، به‌منظور توسعه حکمرانی چند سطحی مطلوب در سازمان‌های پیچیده استفاده از مؤلفه‌های معرفی‌شده این پژوهش می‌تواند مؤثر باشد و با پیاده‌سازی آن‌ها تحقق دستیابی تمام ذی‌نفعان به منافع، قابلیت شناخت تغییرات محیطی، حل تعارضات بین بخشی، شفافیت، مشارکت و مشروعیت، بهبود فرایند تحقق چشم‌انداز و اهداف سازمان قابل‌انتظار است.
