کارآفرینی در بخش عمومی: رویکرد هم افزایی | ||

چکیده | ||
ضرورت کارآفرینی به عنوان مفهومی چند بعدی در گفتمان مدیریت دولتی نوین مورد توجه قرار گرفته است. کارآفرینی عمومی، پاسخگویی به شهروندان و عملکرد بخش عمومی را بهبود بخشیده و منجر به افزایش سرمایه اجتماعی می شود. این مقاله، به تبیین کارآفرینی عمومی و اهمیت آن پرداخته و الگویی برای تحقق کارآفرینی در بخش عمومی ارائه می دهد. برای ارائه الگو، در گام نخست از روش فراتحلیل(مرور پیشینه کارآفرینی در بخش دولتی و خصوصی) و در گام دوم، برای تایید مؤلفهها از 15خبره دانشگاهی کارآفرینی و 15 کارگزار عمومی(شهرداری تهران) نظر سنجی شده است. برای استخراج میزان تناسب مفهوم سازی شومپیتر برای بخش عمومی و عوامل اثرگذارتر بر کارآفرینی از آمار توصیفی(میانگین) استفاده شده است. یافتهها نشان میدهد که زایش کارآفرینی در بخش عمومی نتیجه رابطه هم افزای (نه رابطه مجموع صفر) فرد، سازمان و محیط است. این عوامل به همراه هم و در یک رابطه تعاملی و هم افزا موجد کارآفرینی هستند. بنابراین، هر چه نقطه اشتراک سه عنصر بیشتر باشد، زایش و توسعه کارآفرینی در بخش دولتی محتملتر است. نهایتاً، کارآفرینی منجر به بهبود عملکرد(رضایت شهروندان) می گردد. | ||
