چکیده | ||
در بسیاری از کشورها بالاخص کشورهای در حال توسعه، سرمایهگذاری مستقیم خارجی به عنوان یکی از حیاتیترین جریانهای سرمایه و موتور محرکه رشد اقتصادی محسوب میشود. این مطالعه با استفاده از ابزار نظریه بازیها بهدنبال تحلیل نحوه تصمیمگیری سرمایهگذاران خارجی هنگام انتخاب کشور ایران بهعنوان مقصد سرمایهگذاری است. در اینجا بر ضرورت توجه به دو مسئله اساسی در اقتصاد ایران تاکید میشود. مسئله اول، عدم توجه کافی دولت به منافع بازیگران دخیل(دولت، سرمایه-گذار خارجی و مردم) در مسئله سرمایهگذاری خارجی است. مسئله دوم، حاکم بودن محیط بوروکراسی پیچیده است. در واقع، سرمایهگذاران خارجی پس از ورود به کشور ایران با محیط بوروکراتیک پیچیده و مقاومت گروهی از مردم در برابر انجام سرمایهگذاری مواجه میشوند که ممکن است با پرداخت رشوه موانع بوروکراتیک را دور بزنند و از این طریق محیط کسب و کار را تسهیل کنند. این موضوع تاییدی بر دیدگاه "روانکنندگی فساد " در ادبیات سرمایهگذاری است. با توجه به وضعیت محیط نهادی حاکم بر کشور ایران، کمتوجهی دولت نسبت به تسهیل محیط پیچیده بوروکراتیک میتواند در بلندمدت، زمینههای ایجاد فساد را فراهم کند. براساس نتایج پژوهش حاضر، تعادل نش بازی جایی است که سرمایهگذار به کشور وارد و بهمنظور رفع موانع بوروکراتیک رشوه پرداخت کند. در مرحله بعد، به علت نادیده انگاشتن منافع مردم، بهتر است مردم بهطور موقت اقدام به تهدید سرمایهگذاران کنند. سپس در مرحله بعدی دولت بهتر است بهمنظور ممانعت از تهدید مردم و ترغیب آنها به همکاری، منافع آنها را تامین کند و به قول و وعدههایی که به مردم میدهد درآینده پایبند باشد. | ||
