چکیده | ||
در سالهای اخیر، "مهارتهای نرم"، بهعنوان یکی از مهارتهای ضروری و مورد نیاز منابع انسانی، در کنار مهارتهای سخت مطرح شدهاست؛ این مهارتها سهم به سزایی در افزایش عملکرد افراد و بهرهوری سازمانها برعهده دارند، متأسفانه در سازمانهای دولتی ما علیرغم تفاوتهای ماهوی میان مهارتهای نرم و سخت، عمدتاً تمایزی میان این دو دسته مهارتها، بهلحاظ نحوه یادگیری و توسعه قائل نمیباشند. لذا برنامههای یادگیری و توسعه مهارتهای نرم نیز مثمر ثمر نبوده و خروجی جز افزایش هزینههای سازمان در بر ندارد. بر این اساس، تحقیق حاضر به تدوین مدل یادگیری و توسعه مهارتهای نرم منابع انسانی در سازمانهای دولتی پرداختهاست. برای انجام اینکار با ۲۳ تن از خبرگان امر آموزش و توسعه منابع انسانی در سازمانهای دولتی، مصاحبه نیمهساختاریافته صورتگرفته و سپس تحلیلمضمون انجام شدهاست؛ در ادامه، با بهرهگیری از تکنیک دلفی دو مرحلهای و استفاده از آمار توصیفی، اعتبار مدل مورد بررسی قرار گرفته است؛ در نهایت نیز مدل تحقیق همراه با پنج مضمون اصلی "نیازسنجی"، طراحی و برنامهریزی"، "اجرا"، "ارزشیابی"، و "حمایت سازمان" و ۱۷ مضمون فرعی و ۵۱ کد به تایید رسیدهاست. | ||
