چکیده | ||
هدف: دولتها شراکت با بخش خصوصی را راهکاری کلیدی برای رفع چالشهای ارائه خدمات سلامت در نظر میگیرند. با این حال، این شراکتها با مشکلاتی همچون عملکرد ضعیف بخش خصوصی و دولتی در چارچوب مقررات تنظیمی دولتها مواجهاند. این پژوهش درصدد است به بررسی و شناسایی عوامل مؤثر در این زمینه بپردازد. هدف این مطالعه درک چالشها و تعیین معیارهای کلیدی است که میتوانند بر عملکرد شراکتها تأثیر بگذارند. روش: این مطالعه در قالب یک مرور نظاممند توصیفی تحلیلی و با رویکرد کیفی در سال 2024 انجام شده است. برای این منظور، مقالات علمی منتشر شده بین سالهای 2000 تا 2023 از پایگاههای دادهای اسکوپوس، وب آو ساینس و پابمد، استخراج و تحلیل شدند. یافتهها: نتایج بررسیها نشان داد عوامل مؤثر بر عملکرد شراکتهای دولتی خصوصی در حوزه سلامت را میتوان در شش مقوله اصلی شامل مفاد قرارداد، شفافیت، نقش حمایتی دولت، کنترل و نظارت، تسهیم منابع و انتقال ریسک طبقهبندی کرد. نتیجهگیری: نتیجه این پژوهش حاکی از آن است که ناکارآمدی در قوانین تنظیمی و نحوه اجرای آنها، از موانع اصلی شراکتهای دولتی خصوصی در حوزه سلامت است. برای بهبود این شراکتها، پیشنهاد میشود دولتها در تدوین و اجرای قراردادها، شفافیت بیشتری ایجاد کنند و نقش حمایتی خود را به سمت تسهیلگری و مدیریت ریسک مؤثر تغییر دهند. این تغییرات میتواند به افزایش بهرهوری و کارایی شراکتها در ارائه خدمات سلامت منجر شود. | ||
