| چکیده | ||
| شتاب شهرنشینی و افزایش جاذبههای آن به مهاجرت اقشار مختلف اجتماعی مردم به شهرها منجرشده و بهدنبال آن پدیدة تفکیک مسکن پدیدار شده است. در همین راستا در بازارهای مسکن، فیلترینگ مسکن مدتها است که بهعنوان نیروی اصلی عرضة مسکن برای اقشار کمدرآمد در نظر گرفته شده است. این تحقیق از نوع توصیفی-تحلیلی است و هدف از آن شناخت شاخصهای دخیل در فیلترینگ مسکن و میزان اثرات آن در مناطق شهری بوده است. برای مراجعه به جامعة آماری، از طریق فرمول کوکران تعداد 383 نفر بهروش نمونهگیری تصادفی ساده طبقهبندیشده، انتخاب شد. برای هر شاخص دو سؤال و مجموعاً 24 سؤال بهصورت طیف لیکرت 5 گزینهای طراحیشد و در اختیار نمونة آماری مناطق شهری قرارگرفت. پس از گردآوری پرسشنامه، دادهها بهواسطة نرمافزار «SPSS» و از طریق مدل ویکور تجزیهوتحلیل شد. نتایج نشانداد که فیلترینگ مسکن در شهر اردبیل با مقادیر (363/0 Q) بالاتر از حد متوسط عمل نموده است. مناطق شهری 2، 1، 3، 5 و 4 بهترتیب بیشترین تا کمترین نقش را در میزان فیلترینگ مسکن داشتند. در این میان بهترتیب شاخص دسترسی به مراکز خرید با مقادیر (0368/0)، سیاستهای دولت با (031/0)، درآمد (02418/0)، دسترسی به امکانات بهداشتی (0216/0)، دسترسی به امکانات آموزشی (0214/0)، تسهیلات وام مسکن (019/0)، عرضة مسکن (016/0)، ساختوساز (01108/0)، وضعیت اشتغال (00784/0)، نرخ تورم (0074/0)، حملونقل عمومی (0051/0) و تقاضای مسکن (00258/0)، بیشترین تا کمترین نقش و تأثیر را در فیلترینگ مسکن شهر اردبیل ایفا نمودهاند. نتایج کلی بیانگر آن بود که فیلترینگ مسکن شهر اردبیل از الگوی نیمهپویا و سیاستمحور تبعیت میکند. بدینمعنا که تحرک مکانی و جابهجایی طبقات پردرآمد در پاسخ به سیاستها و تسهیلات دولتی و امکانات خدماتی رخمیدهد تا تغییرات طبیعی بازار؛ از اینرو بایستی در سیاستگذاریهای آتی مسکن شهری، تمرکز بر بهبود زیرساختهای اقتصادی، تقویت عرضة مسکن مقرونبهصرفه، توسعة خدمات شهری و اصلاح سیاستهای تسهیلات مسکن صورت گیرد تا روند فیلترینگ بتواند به کاهش نابرابری فضایی و بهبود عدالت مسکن در شهر منجرشود | ||
