| چکیده | ||
| این پژوهش با هدف تحلیل روند نوآوری در ایران، شناسایی عوامل مؤثر بر آن و مقایسه با کشورهای همسایه، با رویکردی دادهمحور انجام شده است. با توجه به نقش کلیدی تحقیق و توسعه در تقویت نوآوری، شاخص هزینه تحقیق و توسعه (R&D) بهعنوان نماینده نوآوری مورد بررسی قرار گرفته است. در این راستا، با بهرهگیری از روش فاصله ویرایش پیچشی زمانی (TWED)، ۲۰ شاخص با رفتار مشابه با R&D برای ایران و ۱۲ کشور همسایه در بازه زمانی ۱۹۹۵ تا ۲۰۲۳ شناسایی و تحلیل شدهاند. نتایج نشان میدهد که در سطح منطقهای، شاخصهای مربوط به حکمرانی، آموزش و محیط زیست بیشترین همراستایی زمانی با R&D را داشتهاند. در ایران نیز شاخصهایی مانند نرخ ترک تحصیل در آموزش ابتدایی و شاخصهای مرتبط با فقر، بیشترین شباهت رفتاری با روند هزینه تحقیق و توسعه را نشان دادهاند. بررسی تطبیقی منطقهای نیز نشان داد که برخی شاخصهای حکمرانی (نظیر کیفیت نظارت و کنترل فساد) و زیستمحیطی (مانند مناطق حفاظتشده دریایی) در کشورهای ایران، عراق، عمان و پاکستان رفتار مشابهی دارند. یافتههای این مطالعه نشان میدهد که نوآوری در ایران بیش از آنکه مبتنی بر فناوری یا صنعت باشد، در بستر توسعه انسانی و نهادی شکل میگیرد. از اینرو، بهبود ظرفیت نوآوری مستلزم تقویت سرمایه انسانی، ارتقای کیفیت آموزش، اصلاح ساختارهای حکمرانی و توجه ویژه به شاخصهای زیستمحیطی است. این نتایج میتواند مبنای تدوین سیاستهای هدفمند در حوزه تحقیق و توسعه قرار گیرد. | ||
