| چکیده | ||
| هوش مصنوعی به عنوان یکی از پیچیدهترین فناوریهای نوظهور، دولتها در سراسر جهان را با چالشهای مهم و چندوجهی روبرو کرده است. بنابراین، اتخاذ رویکردی هوشمندانه و متناسب با شرایط هر کشور در سیاستگذاری هوش مصنوعی، ضروری تلقی میشود. در این راستا این پژوهش با توجه به شرایطی همچون میزان توسعهیافتگی، منطقه جغرافیایی، وضعیت اجتماعی و اقتصادی، به انتخاب شش کشور ایالات متحده، انگلستان، چین، روسیه، هند، و امارات متحده عربی پرداخته و سیاستها و برنامههای توسعه هوش مصنوعی آنها را بررسی نموده تا با ارائهی تحلیل تطبیقی، درک جامعی از سیاستها، ساختارها و کارکردهای زیستبوم نوآوری هوش مصنوعی در این کشورها بهدست آید. یافتهها نشان میدهند ایالات متحده بهعنوان رهبر جهانی در حوزه هوش مصنوعی، اسناد و راهبردهای جامع و پیشرفتهای برای توسعه این فناوری تدوین کرده است. انگلستان ، بیشتر بر شبکهسازی و تدوین چارچوبهای قانونی و اخلاقی دقیق و جامع متمرکز شده است. چین با ظرفیتهای فناورانه بالا و سرمایهگذاریهای کلان، با سرعت چشمگیر در مسیر تبدیلشدن به قدرت برتر هوش مصنوعی قرار گرفته است. روسیه با درک اهمیت راهبردی این فناوری، تمرکز ویژهای بر کاربردهای نظامی و امنیتی هوش مصنوعی دارد. هند با بهرهگیری هوشمندانه از نیروی انسانی خود، بهدنبال کسب سهم بیشتر در بازار جهانی است؛ و امارات متحده عربی نیز با سرمایهگذاریهای کلان و هدفمند خود در این حوزه، انتظار دارد تأثیر چشمگیری بر تولید ناخالص داخلی و جایگاه اقتصادی خود در منطقه و جهان داشته باشد. در پایان، دلالتها و پیشنهادات سیاستی برای توسعه زیستبوم نوآوری هوش مصنوعی در ایران ارائه شده است. | ||
